Change in CHPC /scratch file system scrubbing policy

CHPC has historically scrubbed our /scratch file systems based on "mtime" (the last time a file was modified). Part of the motivation for choosing this definition was the performance impact of using the "atime" (the last time a file was accessed). 

Beginning July 15th, 2015 the /scratch policy for scrubbing files was changed from "mtime" to "atime". This change was made to bring us more in line with national center's policies, and also to take advantage of the improved handling of atime.  The new policiy states "scrubbed weekly of files that have not been accessed for over 60 days".
